Pacific Rail Metal Shredding Operation Focused EIR
MBA
has prepared a focused EIR for the City of Colton for the
installation and operation of a metal shredding facility,
at an existing scrap metal operation, as well as the expansion
of transloading operations (transfer of goods between rail
car and truck) on the project site. MBA used an Initial Study
to screen out those impacts that would be less than significant,
and therefore, did not warrant further environmental review,
while identifying those issues that warranted further analysis
in an EIR. The issues addressed in the recently released Draft
EIR include noise, air quality, traffic, water quality and
hazardous materials.
Because of the use of diesel equipment and
trucks associated with this operation, diesel emissions were
a primary concern of local residents. Therefore, MBA and
Vince Mirabella conducted a rigorous air quality analysis,
which included a health risk assessment focusing on diesel
emissions. The study included dispersion modeling to analyze
the distribution and resulting concentration of Toxic Air
Contaminants (TACs) surrounding the project site.
This information was used in a Health Risk Assessment
to determine cancer and non-cancer health risks potentially
resulting from the proposed project.
