DARPA Grand Challenge NEPA Compliance
MBA prepared the NEPA compliance documents for
the Bureau of Land Management (BLM) and the Defense Advanced
Research Project's Agency, including a Biological Assessment
for the threatened desert tortoise. The Grand Challenge
involves a field test of unmanned robotic vehicles, on BLM
land. Because the event traverses tortoise habitat,
impacts to this species is primary concern. MBA
coordinated the Section 7 Consultation with the USFWS,
and worked with the BLM, expert tortoise biologists,
and the USFWS to develop tortoise protection measures
to safeguard the species during the event.
MBA also conducted environmental oversight,
monitored and assisted with implementation of the environmental
protection measures, conducted clearance surveys for
sensitive plant species, documented environmental results,
and educated people on spill prevention and tortoise
protection.
