Michael Brandman, Ph.D., President/Chief Executive Officer

MBA President Michael Brandman, PhD, has played a key leadership role in the environmental planning profession for over 35 years. His contributions to environmental planning and natural resource management programs include directing numerous large-scale regional Environmental Impact Reports, Environmental Impact Studies, and resource management studies, as well as major environmental planning and natural resource management programs for numerous landmark master planned communities throughout California. As Chief Executive Officer and President, Dr. Brandman sets the strategy and direction throughout the firm, conducts negotiations among project proponents, public agencies, legislative bodies, and environmental interest and community groups, and has been directly involved in preparing selected environmental studies. He also provides technical oversight review and quality assurance for high profile projects company-wide.

Dr. Brandman possesses a Doctorate degree in Biology, a Master’s degree in Ethology, and a Bachelor’s degree in Zoology, all from the University of California, Los Angeles.

Jason M. Brandman, Northern California Vice President

Jason Brandman is Vice President of our Northern California operations. He is an experienced project manager specializing in planning, environmental impact assessment and public policy analysis with an in-depth understanding of issues related to hillside development. He has more than 20 years of experience with the management of and analysis for Environmental Impact Reports, Environmental Impact Studies, Environmental Assessments, Mitigated Negative Declarations, Specific Plans and water/wastewater resource and hazardous material studies. He has worked on a wide range of projects: downtown revitalization plans, major mixed-use developments, large/small scale residential developments, regional transportation corridor and utility transmission line studies, and commercial and industrial developments. He has also worked on state correctional facilities and site-specific hazardous materials investigations. He is an expert in studies for land use, aesthetic analysis, transportation/circulation, geology, hydrology, public services, utilities and cultural resources.

Jason earned a Bachelor’s degree in Urban Geography from California State University at Fullerton. He is completing a Masters degree in Urban and Regional Planning at the University of California Los Angeles.

Robert Francisco, Fresno & Sacramento Regional Director

Robert Francisco, MBA’s Fresno and Sacramento office Regional Director, offers nearly 20 years of experience in the natural resource and environmental planning field. He specializes in land use planning and regulatory compliance issues throughout the western U.S. bringing a thorough understanding of wetland permitting requirements, ecology of wetland systems, wetland restoration planning, Section 404 and 404 of the Clean Water Act, Section 106 of the National Historical Preservation Act and special-status species issues and related Sections 7 and 10 consultations with the U.S. Fish and Wildlife Service under the federal Endangered Species Act. Robert routinely works with the Sacramento, San Francisco, and Los Angeles Districts of the U.S. Army Corps of Engineers. Has also been instrumental in developing wetland mitigation banks, including site selection, planning for enhancement and mitigation construction, development of the prospectus, and environmental compliance.

Robert earned a Bachelor’s degree in Environmental Science with a minor in Biological Science from California State University, Sacramento.

Thomas F. Holm, AICP, Southern California Vice President

Thomas F. Holm, AICP, is MBA’s Southern California Vice President. He has more than 30 years of diverse planning and environmental experience on a variety of environmental, natural resource, and regulatory compliance projects. He has been actively involved in broad-based NEPA and CEQA-related projects throughout Southern and Central California including large master-planned communities, major public works and infrastructure, transportation corridors, water resources, and coastal projects. A former Planning Commissioner and Transportation/Traffic Commissioner, he currently serves as Legislative Liaison and Board member for the Orange County Chapter of the American Planning Association.

Tom earned a Master’s degree in Urban Planning (Environmental Policy and Management) from the University of California, Los Angeles, and a Bachelor’s degree from the University of California, Irvine, where he majored in Political Science.
