Two senior staff members have recently joined MBA based out of the Ventura region.
Senior Project Manager Pamela G. Cosby, MS, PE, AICP, offers 23 of civil engineering and environmental planning experience with projects involving civil engineering, environmental assessment, planning, interagency coordination, conflict resolution and public involvement. For both the public and private sector, she has developed and implemented strategic plans for new and reorganized programs and organizations. She has managed or directed a wide variety of public works projects through master planning and preliminary and/or final design as well as the related environmental, permitting, mitigation monitoring, financing and site studies. Specific types of projects she has completed include regional planning, water resources, water and wastewater treatment, recreation, solid and hazardous waste management and disposal, transportation, historical preservation, public lands management, and mining. Pamela earned a Masters degree in City and Regional Planning with specialization in Environmental Planning and Public Policy from Harvard University. She also earned a Bachelor’s degree in Civil Engineering from Stanford University. She holds California Professional Civil Engineer License C-44305.
Gene Talmadge, MUP, MBA’s Director of Water Resources, offers professional experience consisting of executive management for public agencies with responsibility for planning, water and waste water resource management, public works services, GIS program manager, and of consulting contracts for numerous services, such as CEQA/NEPA studies, master planning, facility design and construction, and special studies. His skills include successful program and project management, water and waste water resource planning and management, environmental planning, public policy development, strategic planning, land use planning, and leadership experience. While serving as a career officer in the U. S. Navy including director of public works responsible for facilities management, utility operations (including water and waste water), and program manager; regional planning director for the San Diego Navy complex responsible for public-private ventures, housing development, coordinated facilities plans, and community outreach and media relations for controversial projects and programs. Prior assignments included leadership positions in facilities design and construction contract administration, public works administration, and facilities planning. After retirement from the Navy, Gene spent seventeen years working as the planning administrator for a major municipal water and wastewater utility agency. He was responsible for water resource planning for potable water, recycled water and sanitation services, developing capital improvement plans, master planning of future demands and programming for new facilities, implementation and administration of the GIS program, preparing water and recycled water demand studies for connection fees, preparing Urban Water Management Plans, manager of all environmental programs and CEQA compliance, and program management for major studies related to TMDL compliance, recycled water use and resolving issues of seasonal discharge of tertiary-treated effluent and biosolids management. Gene holds a Masters of Urban Planning with Certificate in Urban Design from the University of Washington and a Bachelor’s of Architecture from the University of Southern California.
